ALBANY, N.Y. (AP) — Help-wanted ads in New York must disclose proposed salary levels after the state and city’s progressive wage transparency law goes into effect to empower women and people of color. Advocate for equal pay for equal work.
Employers with at least four employees are required to disclose salary rates to employees seeking promotions or transfers, either externally to the public or internally.
Proponents say pay transparency prevents employers from offering money or less to some job candidates based on age, gender, race or other factors unrelated to their skills.
Advocates believe the change could help low-wage workers realize they earn less than people doing the same job.

“Not only among lawmakers, but among workers, there is a trend to know how much they can expect to get a job,” said Dae Hye Kim, senior government policy adviser at the National Women’s Law Center.
In the year The law, signed by Gov. Cathy Hochul in 2022, also applies to remote workers who work outside of New York but report to a supervisor, office or workplace in the state. The law does not apply to government agencies or temporary aid organizations.
Frank Curbein, director of human resources at the Business Council of New York, criticized the law for placing an additional administrative burden on employers.
“They predict that there will be a lot of unintentional noncompliance,” Kerbein said. “We have small employers who don’t even know about the law.”
To avoid confusion when determining a salary range, an employer should examine the pay of current employees, says Alan Schocktebrod, who practices employment law at Tully Wrinkley, a private law firm.
State Sen. Jessica Ramos, a Democrat who represents parts of Queens, said the legislation was a victory for labor rights groups.
“It’s organically what the staff is asking for,” she said. “Especially with young people entering the workforce, they will have a greater understanding of how their work is valued.”
